U.N. chief calls on Ethiopia and Eritrea to exercise “utmost restraint”

UNITED NATIONS: Secretary-General Ban Ki-moon expressed concern Thursday at rising tensions between Ethiopia and Eritrea and urged the feuding Horn of Africa neighbors to exercise “utmost restraint.”
