First of all Awraja Administration is part of the Italian colonization,it is not orginal Eritrean idea.

The colonizers, the Italians, the British and Ethiopians did not temper the way the Eritrean people govern themselves in the countryside. They were only interested in towns and cities. The dictator Isayas abolished this system in order to destroy our culture, our land and our people. The tyrant Isayas’s family came from Tigray province of Ethiopia. They were fugitive from Ethiopia. They were wanted for manslaughter in Ethiopia. They had a hard time to settling down in Eritrea.
