ድሕሪ ናጽነት ንነዊሕ ዓመታት ሚኒስተር ማይን ኣከባብን ኮይኑ ዝሰርሐ ኣቶ ወልደሚካኤል ገብረማርያም፣ ኣብዚ ቀረባ እዋናት እዩ ናብቲ ሚኒስተር ዞባዊ ምምሕዳር ኣቶ ማሕሙድ ሸሪፎ ብሰንኪ ፖለቲካዊ ኣረኣእያኡ ምስ 11 ብጾቱ ብ 2001 ኣብ ማእሰርቲ ተዳጕኑ ደሃዩ ካብ ዘጥፍእ ኢሳይያስ ምስ ኣመሓደርቲ ዞባታት እናተራኸበ ብቐጥታ ዘመሓድሮ ዝነበረ ሚኒስትሪ ዞባዊ ምምሕዳር ተዘዋዊሩ።
ገዲም ተጋዳላይ ወለንኪኤል ገብረማርያም ሓደ ካብ መስረቲ ምንቅስቓስ ሓርነት ኤርትራ (ሓራካ) እዩ።

I know Minister Weldemichael Ghebremariam at a personal level while I was working for him when he was a Governor of Zoba Maekel in 1998. I was the head of the Technical Department of Asmara / Kifli Teknik/ or the City Engineer as it is normally called in the West. I strongly believe that we have to mitigate our emotions and try to see the whole picture especially when it comes to the operations of a government machine. I have no doubt in my mind that Isaias is the a grand manipulator with ruthlessness unparalleled in modern times. But at the same time I strongly believe that there are individuals out there with the people of Eritrea at heart. In my opinion, from the knowledge I gathered while working for him, Minister Weldemichael was one of such people. No doubt Weldemichael may have had his weakness as a human being and if had intentionally wronged the people of Eritrea then let history judge him.
I will try to be as brief as possible as to why I think Weldemichael was the type of person I described above.
I would like to mention that I had no personal or otherwise relationship with Weldemichael prior to 1998, except that I knew him as a veteran fighter who started his selfless devotion for justice for the people of Eritrea during the time of Hareka.
In September,1998 when I learnt by a letter from the president’s office that I had been assigned the head of kilfi teknik of zoba maekel, I should have been very healthy to have not suffered from heart attack, for the stories we used to hear about Kifli teknik were nightmarish.
The fact that I received a letter from the president’s office should a ring a bell as to what extent Isaias controlled every action and assignment and by writing a letter directly to me through his office, signifies that the Minister of Construction was not even granted the authority to let me know my new assignment as decided by his office.
In a country where saying “no” is considered tantamount to a direct challenge to the president’s office, suicidal!! I had to resolve with myself to do my best in collaboration with my colleagues in the department. But I was also very aware of the fact that professionals were disdained by Isaias and who knows by his appointees too. But whatever the case the only course of action left to me was to do the best PROFESSIONALLY. So, I was not sure as to what attitudes were awaiting for me.
The greatest issue, in my opinion and during the time I was there pertaining to my field of responsibility, that tested Weldemichael as a Governor of the people of Zoba Maekel was the following.
The thirteen village in the environs of Asmara were decided to prepare development plans for residential housing. They had a strong demand for land, reportedly asking the president to do something, they were scared that the ever expanding city of Asmara was going to snatch their land.
According to tradition the eligible families were to be allocated their plot by the Kifli teknik. Then they will build in whatever fashion with whatever material they could afford. The final result is a slum and an eye sore to the city.
There were about twenty thousand plots in total in the thirteen villages. So we presented a plan to Weldemichael for decision.
The plan involved a BIG BUDGET and COMMITMENT to invest for a better future of the people. The plan was to:
!) prepare housing typology designs by four private consultants at a cost of roughly eighty thousand Nacfa paid by the Zoba. The designs were to be sold at four hundred Nacfa each which otherwise would have costed them thousands if they had to do them on their own.
2) to hire consultants to prepare road designs including stormwater design for each village and supervise the implementation, cost to be covered by the Zoba administration.
3)to hire contractors to actually construct the roads according to the designs in all the thirteen villages, again cost to be covered by the zoba.
4) to hire consultants or private surveyor offices to supervise the actual construction of the buildings by the owners. To make sure they construct their houses according to the plan they chose/bought and approved by kifli teknik, here again the cost of supervision to be covered by zoba.
5)The TITLE DEEDS of each owner to be registered at the CADASTRAL OFFICE of Asmara and be considered as an URBAN building. This automatically entitles every owner to SELL and others to BUY and the Banks would recognize them as ASSETS against which one can borrow money or deal other business related issues.
6)to allow the plots which are mostly five hundred square meters to be designed as two independent plots so that owners could have the chance to sell the other half after building it as a house to overcome their economic hurdles. Invariably almost all individuals chose this option and we hear (from some partly as a joke) that they used to drink only imported beer and as a result imported beer was dubbed “tesa”. the point is the half plot they sell gets them close to a million Nacfa.
I went to meet Weldemichael regarding the plan and explain to him why we came up with such a plan.
The shortage of housing in Asmara and all other towns of Eritrea was the hottest issue that occupied people’s minds. So the Tesa housing should help to alleviate the short term housing shortage in Asmara.
At that time Isaias had already declared that all the housing co-ops that were formed in various ministries and organizations will not be allowed to operate and land for housing will not be distributed anywhere any more. This was announced in a meeting where Weldemichael, the Minister of Construction and invited private consultants were present by Isaias accompanied Berhane Abreha who was once his favourite (later became minister of Finance).
The contribution of the such a plan to the housing shortage in Asmara is huge also the long term benefit to the people is also huge.
I was behaving like a salesperson trying to sell a product by mentions things that were very well knowns to him.
I was shocked by the reaction of Weldemichael, he said “listen independence has meant nothing to the people so far, our resources have been limited. Unfortunately, now the war is a big challenge, but if there is anything that we can do to give the people some hope, then we should not hesitate. This is wonderful and please go ahead and send me the documents whenever they are ready”
To me it was really shocking for I personally know one high level official who confided to one of my best friends that he doesn’t like “these so called engineers”. That guy, no doubt, was dancing to the tune of his godfather, Isaias.
I am sure Weldemichael would have wanted the same thing for all the people of Eritrea had he been in a position to do so. I believe, that decision and unwavering commitment to our plan was only a manifestation of his belief in the well being of the people of Eritrea.
