Eritrea’s totalitarian state is extreme and includes a ratified Constitution that hasn’t been implemented; the absence of national elections since independence from Ethiopia in 1991; its Parliament does not meet; and the President, Isaisa Afwerki rules without institutional restraint. The government owns all media and Eritrea has been at the bottom of the World Press Freedom Index for eight consecutive years. Nongovernmental organisations are not permitted.
