Ethiopia’s prime minister has threatened to crush secessionist forces accused of stoking protests in the Oromia region, where security forces have reportedly killed hundreds of demonstrators.

Protests began in Oromia—home to the Oromo ethnic group—in November 2015 over plans to expand the territory of the Ethiopian capital Addis Ababa. Oromo farmers raised concerns that increasing the size of the city would lead to forced evictions and loss of arable land.

The plans were dropped in January, but the protests continued and around 200 people have been killed so far, according to a report by Human Rights Watch (HRW) released on Monday. The Ethiopian embassy in London told Newsweekthat the HRW report is not credible and is based on “malicious statements, false accusations and unsubstantiated allegations from opposition propaganda materials.”

Prime Minister Hailemariam Desalegn said on state television that “destructive forces” in Oromia, backed by neighboring Eritrea, “are on a mission to subvert the system and change the government,” the BBC reported on Wednesday. “The government has realized there is need to take a decisive action based on law,” said Desalegn. Eritrea fought a war with neighboring Ethiopia over the country’s borders between 1998 and 2000, resulting in the deaths of around 100,000 people but only minor border changes.

The Oromo are the majority ethnic group in Ethiopia, making up 25 million of the country’s total population of 74 million at the last census in 2007. Oromos have clashed with the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) before: An October 2014 report by Amnesty International said that at least 5,000 Oromo were arrested between 2011 and 2014 on the basis of suspected opposition to the government.

The Oromia region is also home to the Oromo Liberation Front (OLF), a secessionist movement that has been waging an independence struggle since 1973. The Ethiopian government has said that the OLF and opposition group Ginbot 7—both classified as terrorist organizations in the Horn of Africa country—are manipulating the protests against the capital’s expansion for their own ends.

The HRW report claims that the majority of the protests in Oromia have been peaceful and that demonstrators have been met with “lethal force” by Ethiopian security forces. In a statement sent to Newsweek , the embassy said that two groups of people were involved in the protests: peaceful demonstrators with “legitimate demands” and violent forces that use these demands “as a means of igniting violent confrontation” aimed at creating disorder. “The HRW report deliberately plays down the scale of the violence meted out by these aggressive protesters, but the evidence shows otherwise,” the statement says.

The embassy says that the Ethiopian government has carried out “extensive public consultations” in Oromia and has, as a result, dropped the Addis expansion plans and established an investigation to identify those responsible for the killings and destruction of property that occurred. Newsweek contacted HRW for a response to the embassy’s statement but did not receive an immediate reply.

      If they can’t defend their own people right to live in peace how stupid can I be to believe that they honestly can defend people like me .
      For too long BADME was an excuse to mislead Ethiopians but now dirty politics revealed it’s true motives .
      We learned hard way the stupidity of bloodshed among God fearing humble
      people . Eritreans and Ethiopians learned well that we don’t have hard
      feeling at eachother and the brotherhood will flourish INSHA ALLAH.

      The tigray dominated Ethiopian gov is not interested in helping Eritrean. They can’t stand the country Eritrea or people for that matter. And that is why they took their time to do anything against DIA. Why should they? He is doing what they want to do that is break Eritrea. DIA is alive and well. But we can’t say about our people young and old. Our young people have been dying horrible death, DIA and Tigray dominated Ethiopian gov have been basking under the fraud and scheme of NO WAR AND NO PEACE. A few months ago we found out, Mola who was working with DIA and for the tigray dominated Ethiopian gov, came home to Ethiopia. SO, what is this poorly trained PM is talking about? He is sent by the TPLF to attack Eritrea. Eritrean, please, Pay attention TPLF leaders never been after DIA. But they are after Eritrean ports. If they try to start war with Eritrea, that will be the end of their lucrative power in Ethiopia. They are too smart to do that. If they do, it will be the end of DIA and TPLF. That is just fine with me.

        that they all were victims of corrupted politicians . Reality on the
        ground cleared people’s mind to identify evils who promote division
        and suspicion among societies . Next honey moon in battle field will
        be their grave yard place .
        There are many open minded people from Tigray who are not satisfied
        with Weyane leadership ill conceived governance similar to our side
        stories against HGDF .
        We will not forget the betrayal of Martyrdom in Eritrea and Ethiopia

    Prime minister Hailemariam language can not calm the anger . In fact
    he should trace the source of conflict , carefully analyze the whole
    aspects of the problem , provide alternative solution to bring peace
    and understanding inside his nation .
    To repeat same mistakes of Menghstu Hailemariam to use secessionist
    word harmed the country that hadn’t healed yet .

    Eritreans in general have not desire to see disfranchised Ethiopia

    The late Ethiopian Prime Minister in defense of the ethnic federal system, was always repeating, that injustice is the main reason for secession but his organization and its coalition EPRDF has done nothing to bring a sustainable equality and justice between all components of Ethiopian people. I hope, the ruling elite to make a radical change so as to pave the road for equality and justice and to preserve Ethiopian unity.

    Solution, govt of Ethiopia unlike the thugs from ararib cancelled the plan. Calling them sessecionis however is not good and will not benefit Ethiopia.

    Dear friends, the issue of protest in Ethiopia was not genuine as per the intended objective of the propoganda of opposition and Isaiase. If you bring the request to stop the integrated urban development plan it is known for all of us it is absolutely the indication of rent-seekers from the leadership on the specific party. planning is nothing but it is modernization no more hidden agenda from any corner on the governance. in most areas of Oromia the protestors are focused on their own oromo leaders for their bad governance. they insult and destruct the property and name of the local leaders. So it needs some radical changes on their own local leadership. But the case of planning is so important for mutual benefit of the nation at all.It will implement when the right leadership appears on the position. The game is simply in-order to identify who is who? but if you come-up into the truth no-more organized and deep-rooted opposition and clear problem. They will solve on their own agenda on the coming weeks. But for Ethiopians although they lose their own citizen without any rational question they could use as an opportunity to come up with alternative solution and to bring the right leadership in place. Orom by its nature is genuine and have experienced lifestyle who could coexist with any member of the world.

    Here and there is a sign of warning is given to all concern authorities and to the public in general. But most wisdom is needed before too late to inflame a heavy damage to everyone of the share holders out there.
