CAIRO – 21 January 2018: Ethiopian Prime Minister Hailemariam Desalegn asserted on Sunday, a day after finishing his official visit to Cairo, that Ethiopia will not accept Egypt’s request to include the World Bank in the tripartite technical committee’s talks on the Grand Ethiopian Renaissance Dam (GERD), according to the Ethiopian News Agency (ENA).

Desalegn said that Ethiopia will not accept any arbitration by a third party on the GERD issue as there is an opportunity for the three countries to resolve possible disputes by themselves.

Desalegn said “Seeking professional support is one thing; transferring it to an institution is another thing. So we told them that this is not acceptable from our side.”

He added that it is not necessary to include a third party in the negotiations because “it is possible to reach agreement, if negotiations are underway through cooperation and with the spirit of trust.” Egyptian officials are not yet available to comment.

“Based on our recognition of the importance of the continuity of the technical studies of GERD, Egypt is suggesting the participation of the World Bank at the tripartite discussions on GERD as a neutral [actor],” President Abdel Fatah al-Sisi has earlier stated.

On January 8, Egypt’s Foreign Minister Sameh Shoukry stated that Egypt has not received any official response from either Sudan or Ethiopia to its suggestion.

The Ethiopian President’s rejection of Sisi’s suggestion came after his official visit to Cairo in which he assured in a joint conference with Egypt that “[GERD] will not cause any harm to Egypt’s entity and its people,”guaranteeing that the Nile River will continue to flow between the two countries.

Desalegn stated that the Renaissance Dam, 70 percent of which is completed, “will not affect Egypt negatively and that the dam represents a development factor for both countries,” adding that “we will not cause any harm to Egypt and its people.”

“We will never cause any harm to Egypt, we will do our best to guarantee a decent life to the sons of the Nile River, my country is ready to put an end to all the problems between the two countries,” Desalegn stated.

According to ENA, Desalegn noted that there is a gap in the information regarding the GERD project on the Egyptian side, and emphasized the need to continue asserting the reality that Ethiopia’s development endeavors and the dam will not affect Egypt’slivelihood.

“Egyptians are not receiving genuine information about the source of Nile waters and the Grand Ethiopian Renaissance Dam,” he said. In this regard, successful work has been done during the visit to explain everything to the Egyptian people and the world, he added.

During the Egypt – Ethiopia joint press conference, Sisi expressed “concerns” over the lack of progress in the negotiations of the construction of GERD; Sisi explained that Egypt has never had any problems with the developmental goals of the Nile Basin states, as long as they do not harm Egypt’s interests.

Sisi said that he appreciated Ethiopia’s repeated assurances that the dam would not have a negative impact on Egypt. However, the required technical studies set as a condition to determine the dam’s operational mechanism before filling the reservoir, according to the Declaration of Principles signed in 2015 between the three states (Egypt, Ethiopia and Sudan), must be completed and all sides should abide by their findings.

The president also stressed that GERD should neither harm Egypt’s interests nor its share of Nile water in light of the brotherly relations between Egypt and Ethiopia. He said co-operation among the Nile Basin countries must not be a “zero-sum game.”

Talking to ENA, Desalegn also stated the trip was a success which enhanced consensus between the leaders and further improved the relationship between the two countries.

Egypt and Ethiopia asserted the depth of the Egyptian-Ethiopian ties by signing a number of Memoranda of Understanding (MoUs) on Thursday at Al-Ittihadia Presidential Palace on Thursday, which aim to boost the bilateral relations.

The two sides agreed to increase the economic cooperation between them in light of Egypt’s keenness to increase its investments in the Ethiopian market, and to establish an Egyptian industrial zone in Ethiopia.

Ethiopian Prime Minister Desalegn arrived in Cairo on Wednesday accompanied by a high-profile delegation to attend the sixth meeting of the joint Egyptian-Ethiopian Higher Committee. The last meeting was held three years ago and tackled bilateral cooperation in several fields, including education, health, agriculture and fisheries.

Desalegn’s three-day visit came within the framework of the joint Egyptian-Ethiopian Committee, which had been postponed several times since December.

Since May 2011, Cairo voiced its concern over how the dam could reduce the country’s annual share of more than 56 billion cubic meters of Nile water. Egypt’s average water per-capita is expected to drop from 663 cubic meters per year to 582 cubic meters by 2025, according to the Central Agency for Public Mobilization and Statistics (CAPMAS). However, Addis Ababa claimed that the dam is necessary for Ethiopia’s development and will not harm downstream countries.

    Water is necessary for all Ethiopia, Sudan and Egypt if they use it correctly. For instance, Sudan is wasting it for nothing, besides, what could be the roll out technical experts will only call world bank to assert finance support. Ethiopia needs energy than water, Egypt needs water than energy. In between Sudan needs all but should use it correctly, farther more, the extra that join Mediterranean Sea could get back by technics to desalination exactly what Saudi Arabia is doing. therfore, I think Egypt is looking for that too, not bad in my opinion world bank should and coud join the crisis.

      Absolutely Not! This is not an issue that the World Bank has to deal with. It is an issue that concerns the nations of the Nile valley only. The regional body that may get involved in this case is the African Union, otherwise Egypt has negotiate and deal with Ethiopia, Sudan, South Sudan and Uganda.
      Ethiopia has every right to accept and reject any proposal that it is not familiar to. The Arab Egyptians and many Arab nations have shown tremendous disrespect to Ethiopia and many African nations on the way they approached the issue in the last 6 or 7 years. They thought they can deal with this as they did their wars in Gurae, Gundet and SehaTit.,

    Nile river that flow in ethiopia belongs to ethiopia and ethiopia has every right to use it as it wishes. It is non of the buisiness of egypt or eritrea. Tekeze flows through mereb, did eritrea say anything when the dam was built and the river dried up till it filled and started to flow again? Many eritreans do not even know that did happen in 2011-12 b/s the servant of egypt who is sticking his nose talking a lot of nonesense in others affairs was tight liped as if nothing was going on. Now saying it has no use to ethiopia, ethiopia is building it for politics only shows desperation and frustration of the tyrant who is a servant of arabs. What a shame for an evil liberator who washed the proud history of the proud people down the sewer with him. If ad halo dam the size of a big swimming pool which is expected to produce zero power is expected to be useful to eritrea then why can one in sane mind even try to convince us 1000x its size that is expected to produce 6000 mw is useless.       I feel just like the Sudan and Djibouti our poor and tiny Eritrea should be playing its cards right
      by siding with Ethiopia. Our long term interest and benefit is with our brothers and sisters people of Ethiopia and NOT with the unreliable, unpredictable and two faced cruel Egyptians.
      Even our Eritrean refugees based in Ethiopia are getting proper education & training so far.

    Eritreans are living in darkness and in a lot of electricity cuts and shortages. Why can’t the Eritrean government just support the Ethiopian government to finish their “kudus elama” grand dam so that they export cheap electricity to us? The Sudanese are exporting oil at a very cheap subsidized prices to Ethiopia and in return Ethiopia would be supplying cheap subsidized electricity to Sudan. Eritrea should be taking advantage of Ethiopia’s rapid development. But unfortunately we don’t have a government that cares or works for the good of the Eritrean people. After all the sacrifices that our people paid it is very sad not to have a legitimate government that represents the whole people.

      I absolutely and sincerely agree with your last comment of the Ethiopian people hard earned and well deserved achievement of the GERD project. They paid for everything themselves without the bastard white man’s IMF or World Bank bullshits and should be rewarded with all the fruits in the end. The bastards muslim Egyptians should go to hell to claim another river/dam. My respect and “holy” hats off to you for truthful comment/statement.

      Merestse , your article is educational with delightful narration.
      Shocking as it may sound, it is my first time to admire the beauty of the ancient Geez Tigrigna language. What else can I say? Answering my own question, yes I know what to say, thanks to the triggering effect of your narration.

      Let me start from the diabolical international agreement between Egypt and the aggressive colonizer Great Britain. In that agreement, the Black African countries from the source of the Nile to the recipient county were completely ignored as if they didn’t exist. No doubt, we can imagine, that Egypt didn’t waste a wink of sleep for its transgression. Time elapsed and new facts emerged.

      Egypt was forced to deal, not with a colonial power but with indigenous Black African countries. It had no choice. It tried to use the previous Treaty as a basis of negotiation with the concerned African countries. It was as if claiming legitimacy of a robber’s loots! It didn’t work, Egypt, against its inherent prejudices, had to deal with Black Africans (the’ Abeeds’) – a new reality

      Even today, Sudanese people along the Nile cannot take advantage for plantation, irrigation along the banks of the Nile. Why? Meretse put it admirably: “ yawoledi Gibtsi niQisiti sudan ember riHisti sudan kirieyu adelyun eyom “.[*] To Egypt, the Life of Black Africans means nothing, as attested by its attitude with respect to negotiation with African countries.
      On top of that fundamental negative attitude, Ethiopia decided to to build the greatest dam on its Blue Nile, and on the verge of finishing it. ‘All hell broke loose ‘ as they say. And there is no returning back. Egypt has to deal with Black Africa, not with colonial masters of yesteryears. It is 21st Century. Egypt must change its inherent negative attitude and deal with Black People of Africa, as partners for the benefit of ALL the population concerned.

      I cannot finish my commentary without a word or two about the “unlucky” Eritrea. With Issyas’ determination to have his way according to his legendary promise of what to do with Eritrea, it will not be very far before we see the disintegration of Eritrea. And that will be the greatest classical TRAGEDY in the annals of human history – and, in particular, in the face of Highly Educated Eritrean Intellectuals, holder of the top most Doctor of Philosophy Degrees (PhD) in various fields of endeavour. Let their conscious be their GUIDE.

    Dear Readers,
    I just read an article on the Presidential Election in Liberia. I felt like sharing it with you

    In our Africa, it seems, Constitution and Presidential Election have no meaning. No wonder, I said to myself, that our shrewd Issyas, the self-appointed fountain of knowledge, never believed in Constitution and periodical presidential election (1). I remember Eritrean renowned experts, of the Highest Order, working hard for months and months, to produce Constitutional Document for Eritrea. And they also tried to educate the people by having seminars at appropriate places as if the people of Eritrea never heard of rules, regulations, laws etc (2). All for NOTHING, in any case, because Issyas NEVER intended to have a ‘silly’ document like constitution. He is the constitution! But flood of insults and shouting at each other is not going to deflect Issyas from his ultimate goal. But I am digressing

    (1) By the way, Museveni of Uganda made it open and struggling to have Presidency for Life. It seems, it is also the trend in other African countries

    (2) I remember of one intervention in a Cinema Hall conference in Asmara. A dignified gentleman raised his hand and permitted to speak. In flawless Tigrigna and politeness, the gentleman said the following words. My English translation is clumsy:
    “Respected Doctor, what do we know about the subject matter, better than your Honour? Please, polish the document yourself, and distribute it to us for application.”
    Soon after, the conference was over and the meeting was closed. I will never forget the Gentleman – he was saying something fundamental (foundation) for Constitution to have any meaning.

Bini, do you ever read the autobiographies of successful presidents around the world or you just know of one existing ‘President’?
