J. Human smuggling and trafficking

421. The well-documented exodus of young Eritreans to escape poverty or
obligatory “national service” represents yet another opportunity for corruption and illicit revenue. People smuggling is so pervasive that it could not be possible
without the complicity of Government and party officials, especially military
officers working in the western border zone, which is headed by General Teklai
Kifle “Manjus”. Multiple sources have described to the Monitoring Group how
Eritrean officials collaborate with ethnic Rashaida smugglers to move their human
cargo through the Sudan into Egypt and beyond. This is in most respects the same
network involved in smuggling weapons through to Sinai and into Gaza.

422. According to former Eritrean military officials and international human rights
activists, military officers involved in the practice charge roughly $3,000 a head for
each person exiting Eritrea. Eritreans seeking to leave the country illegally (i.e.
without an exit visa), and who can afford to pay these fees, often choose to do so
rather than risk imprisonment.

423. In some cases, however, smugglers may demand an additional ransom payment
up to $20,000 per head in order to release their charges. An Eritrean directly
involved in smuggling operations into Egypt explained to the Monitoring Group
how family members are required to send the funds via money transfer agencies to
Eritrean officials operating in the Eritrean embassy in Egypt, and in Israel, in order
to secure the release of their relatives.

424. Although the Government of Eritrea prohibits human smuggling, and has
reportedly imprisoned some officials for taking part in it, senior Government and/or
party officials linked to General Kifle’s command profit from the practice.360 The
Monitoring Group has obtained details of a Swiss bank account into which the
proceeds from smuggling have been deposited and has provided the Swiss
authorities with information related to this account, together with the personal and
contact details of the Swiss-based coordinator of this trafficking ring and details of
the coordinator’s Egypt-based associates.

    The main problem is, we become paranoid when it comes to HGDF government. Remember when we used to hear
    those stories about our boys and girls held captive inside Eritrea before they cross to Sudan. Who was the contact
    with their families demanding ransom and who was recieving the payment inside Asmera and else. You can not fool
    me by saying Rashayda people were doing alone by themselves. Everybody know what was going on, we just
    choose to ignore and keep silent. That is unacceptible and sad part of us all.

    Do you know that Higdef’f business with Sudan is done through smuggling, in which Rashaida and others are involved ?
    Highdef’s business partners are the same people who smuggle Eritreans into Southern Egypt and help them to go to Sinai.
    The Eritrean regime is fully aware what is going on in Sinai and who is committing crimes against our people. But as long as they make money from this business they are not bothered at all. The same can be said about supporters of the regime. As long as they can have their villas ready and can travel to Asmara, they are not concerned. Higdef and it’s supporters will loose everything, it’s matter of time, but definitely it’s going to happen.

      If there is anything unprecedented, it is the reversal of trends where for the very first time in a long while PFDJ apologists are on the minority scale where they are teetering on news items (read the latest Nevi Gebremeskel’s “absolution” when he said, he never had an issue with the government but with the Federation and the death of the young teacher in Ethiopia where PFDJ thugs are hoping that would bring about the end of Weyane) that seem to resuscitate Isaias as he is gasping for an air. Even though they are determined to negate the glaring facts on their face, it behooves us to press on where complacency on our part is not an option at all.

    Zekhtam Eritrawi

    I have now read the letter you cited. It is interesting, highly detailed and historically dated. Content wise, I read many such accounts from the Ghedli era. Personally, I had the opportunity to listen to some first hand accounts from individuals who are now in various positions in EDF (Colonel up to Major General). But, the main theme running through all of them is the courage, determination, obstacles, deprivation, and resolute stand by those who eventually triumphed. Through the whole journey, you can’t help but wonder, what if they had given up? What if they had opted for the shorter path to reproach with the enemy? What if the subversives had prevailed? And many more what if’s…? Perhaps, just perhaps, you and me may never have had to exchange these views as there wouldn’t have been an Eritrea to talk about in the first place! The price was too great and the reward so sacred. Let’s not just dwell on what was written, but also when and under what circumstances. If that level of tenacity can be born atop unforgiving and inhospitable grounds, what would be possible now? If subjugating the Eritrean people was hard in those years, it is impossible now! It would be tempting to capitalize on it in today’s setting, however, it would be of great folly on my part and utter dishonor of those worthy of the story, still to be told.

      Do not make a mistake, these are two different circumstance, while there is a military division which works for boarder security, if you found crossing you will be shot down as its there main task but if you pay the officer general or colonel he will drove you in to Sudan by their land crucier from Asmara,as far as u pay the money.Two opposite things done by the same group of course they use the Rashida, after Kessela.This is not ordinary government but a mafia.
