EU plans to provide Eritrea’s oppressive regime with new funding

Reporters Without Borders calls on the European Union to condition additional aid to Eritrea via the European Development Fund (EDF) on a significant improvement in fundamental freedoms, including freedom of information.

The EDF is the main instrument for EU development assistance. Under the 11th EDF, the EU’s Eritrean “partner” is to get 312 million euros in aid between now and 2020 – three times what it was awarded in 2009 for the following five years – although it continues to flout freedom of expression and information, and human rights in general.

An Italian delegation that visited Eritrea from 24 to 26 March met with President Issayas Afeworki, his political adviser Yemane Ghebreaben, and several ministers. Ghebreaben assured the delegation that Eritrea would carry out democratic reforms “in its own way” during the next three to five years.

Such promises have been made in the past without any significant improvements ever being seen. The Eritrean authorities continue to be inflexible as regards the detention of political prisoners, including many journalists, claiming that high treason and national sovereignty issues are involved.

“It is astounding that the European Union provides Issayas Afeworki’s regime with so much aid without seeking anything in return in the areas of human rights and freedom of expression, although Eritrea’s constitution guarantees the right to free speech,” said Cléa Kahn-Sriber, the head of the Reporters Without Borders Africa desk.

“This country, which has never had democratic elections, is subject to a single man’s will. How can the European Union, which defends the rule of law and democratic values, support such a regime? While it is important to maintain a dialogue, there is a limit to how far you can go in accommodating a dictatorship that does not keep its promises”.

“Wouldn’t it be in the EU’s own interest, as the recent deaths of hundreds migrants in the Mediterranean have reminded us, to encourage the development of a government that respects human rights and allows young Eritreans to see an alternative to a future of forced conscription of indeterminate duration?”

Kahn-Sriber added: “We call on the European Union to condition its funding on Eritrean government guarantees for more respect for human rights, including the release of imprisoned journalists who are political prisoners and authorization for media pluralism.”

Reporters Without Borders condemned the five-year EDF funding that the European Union awarded Eritrea in 2009 although the situation of political prisoners had worsened considerably and more journalists had been arrested.

Contrary to its repeated promises to improve respect for human rights, the Eritrean regime has become steadily more oppressive and, although a small country, detains more journalists than any other African nation.

Since closing down all privately-owned media outlets in 2001, the government has exercised complete control over news and information, repeatedly cracking down on independent journalism and trying to jam independent news radio broadcasts from outside the country.

The least critical opinion can lead to permanent incarceration without trial in unbearable conditions in one of the country prison camps. Of the 11 journalists arrested in 2001, at least seven have died or taken their own lives in detention.

Eritrea is ranked last in the Reporters Without Borders press freedom index for the eighth year running.

    the EU decided to solve thier own problem of immigrants by offering eritrea financial help, they think the flow of refuge can be stopped.If stick dont work, try carrot Is the idea. I doubt this will work but we have nothing to lose and it’s worth giving it a chance but eritrea problem is poltical not financial, never been. For God sake can’t they not see the latest swiss leaked file? But they do !!! What EU planning to do is prepare ground for massive deportation. By rendering PFDJ a ‘normal’ regime who suffer only from lack of money.

    EU people- this will not work!!!

    As a US congressman said a long time ago “all politics is local.” EU countries want to show to their citizens their governments are doing something about the immigration issue, hence this show. Eritrean government is not in need of money as the recent revelation of $700 million in a swiss bank shows and the unaccounted mining resources its pocketing. 

    Eritreans will live at home peacefully only if there is a government that is accountable to the people. Expecting dictatorial regime to curb its human right abuses for financial support will not work. There is benefit for the dictator when many of it’s citizens emigrate out. There is less chance of its citizens staging protest and demand change. Government policy of indefinite service, dismantling the economy, etc is a method of prolonging its survival. 

    Europe, go ahead with this show but don’t expect results. The dictator will not give up power. Change of leadership is the only thing that will get results.

    Go for the infrastructure of an  accountable government not infrastructure of energy sector

    EU are giving blind eye for Eritrean people to suffer more.They have all the information yet they decide to support like they will see any change. did they know recently demolished around 2000 houses, age 65+ national service, how on earth this sick man will do anything good to our people? EU shame on you supporting the most dangerous and oppressive regime in the world. I guess it will be better to put this money direct to his account HSBC or others secrets bank. Good luck we will see any change from this Devil man.
    Eritrea people will bring change by any means.

    EU never cares about African people. That’s how they kill us. They don’t want to see developed Africa, in general. That way, they can get all the natural resources with little or no objection. To do that, they need dictators, like isayas.
    The question is, how is that possible with all the justice seeking in diaspora do not have any saying, at least to stop this kind of funding? Are we that low?
    Where are those so called organized opposition. It is time to lay these useless opposition and create just one, that can make some fruit.
    Are we still proud of being Eritreans? Doing what? This is pathetic.

    Though as @Efrem Bayarea said “… “all politics is local.” …” EU is logicaly only interessted in its own business in [the Horn of] Africa and the world. To its interessts count the installation of puppet governments that can never be held accountable for their actions and respect for human rights. EU’s arrogant, defiant and bizzar behaviour now has also a rhethoric mission. How on earth can EU (or better Italy) replace their comfortable PFDJ-regime they have established as from the biginning! We do also observe that the whole mafia like organised and conspired actions against Eritreans take place either in Italy or originate from Italy. The Italians forget that old bad doings (legacy) of the fascist time can be done good only with serious and provable developments.

    We know well who is behind the endless cruelties upon our innocent people – not the waters of the mediteranean sea or the Bediouns of the desserts of Sinai or else where. Luckily every time bad or good is short-lived or transient. Soon after the eradication of DIA & his followers we will explain our children the histories we had and are in now.

    If the EU and its allies could leave us alone, we were better off. So we were free of a cultureless western superficial society. Our problem is only the WEST, with its mouthpiece Hermann cohen & Co .

    This is the respect that they have toward Africans.Western world have never shown a true desire, to bring a fundamental change in the way Africa govern itself .we should struggle to save our country. Who knows who is paying this terrorist to slaughter our people so. that to scare not to cross to Europe, after all they were collaborating during slaver times,the Arabs are no different than them.Change comes from the source, from us,not Europeans. If they want help Africa ,don’t. give safe storage for the dictators wealth. Every African dictator has money slaced in their bank,and then they tell us human right.Please stop.

    our selves this Europe and western dont worry about them they go in their interest,
    if these people kind enough they should give them shelters, food etc,
    how many eritreans flee their own contry in month and get in Europe.
    Pls eritrean the only solution is to get rid off this eritrean cancer.

    Originally and mainly the problems in Eritrea are the problems of Eritrean people. EU can help us to solve the problems or neglect or reject us depending on the interest or advantage it gets from its actions.Therefore it is upto us that weither we struggle to remove this rouge regime or become the slave of this regime. Let us not be frustrated by the actions of foreigners. Believe on the mighty power of our people and continue fighting to remove this rouge regime.
