    Timely Issue:

    Over and above Peace Process

In the 21st century the concept of peacebuilding has moved beyond peace agreements. Peacebuilding and peacemaking in our times are peace processes employed as starting points, not the end of wars and no war no peace like in the past. Peace-building argue that peace and security are preconditions for democratization. Hence, as the war was not only between the Woyane regime of Ethiopia and PFDJ/PIA government, but also directly or indirectly constituted the so called opposition groups, the emphasis will be on justice and the rule of law as part of political logic.
    .
We know that the human rights aspect have been neglected in comparative and policy circles in the past. But they should to be highly recognize now in the post-no war and no peace governance. Thus, what is essential in implementing peace and human rights norms can only be achieved through democratic transformation. In light of, achieving sustainable peace is in itself a process of transformation, be it in the political, social, civil or economic sector. As a point of convergence between peace and democratization one can recognize that peace implementation is the focus now, along with participation and building civil societies; because in post-no war no peace governance both peace and democratization are equally should be accepted at all levels.
    .
Both peace and democracy depend on ending warfare as such as no war no peace and preventing renewed warfare. If I am not wrong peace implementation requires empowering a central authority like the central government of a war-torn society to exercise control over all legitimate means of violence and order. Genuinely, decentralization on the other hand is necessary to remove the excessive and abusive power concentration of a central government while granting power to the people and voice to local [Zoba]levels
    ..
Most people believe peace-buildings are concerned with the role taken by international actors because we live in a global community where each action taken towards or against peace has a great impact on all. In our time and situation, ideas about state sovereignty and international intervention radically differ from a century ago when international involvement in matters of internal governance violated international legal norms of the day. Today international intervention is essential while international cooperation brings an emerging contribution to peace-building and democracy. However, the solution for peace-building can be found by answering the question which implies an increased concern in relation to intervention versus non-intervention.
    .
Lets leave that as it is, attentively, in order to have a sustainable peace, democratic institutions must be part of the creation of a new governance model. Democracy is the most appropriate governance model to resolve civil violence and prevent its recurrence and the best option for ending conflict over the longer term. Historically, it is proven that democracies are more stable than autocracies of authoritarian governments. Democratic institutions provide greater opportunities for the non-violent resolution of conflict. It provides a forum for rational discussion of political problems and settlement of conflicting social interests.
    .
Transformation is a very important element of democracy and peace-building. in order for structural transformation to occur the root cause must be well understood within the socio-political and cultural landscape of a nation. Peace requires social transformation and must be a long endeavor. It includes all economic, social, cultural issues along with sustainable development, humanitarian enterprise, and social justice. Thus, a well designed structure for reforming governance must ensure that discussed governance agreement between the social gathering.
    .
Such agreement should arrange or systematize agreements which are essential tools employed to secure basic democratic governance. This new governance structure must encourage a more cooperative power-sharing model of governance which includes genuine checks and balances. There are also certain features which must be included in order to maintain a governance structure that is responsible and accountable for every action taken. National dialogue and public participation must be encouraged in seeking solutions and shaping both the mandate and policy framework for the future genuine governance of the state.
    .
Another feature in creating a responsible governance structure is avoiding a climate of unregulated executive power that would undermine the stability and legitimacy of the state. The two causes of concern in the newly formed governments are dominance in the early years and accountability mechanisms during transition time. They can destabilize the efforts of securing a lasting democracy if they are neglected in the early years. The terms must be consolidated by the new government. One of the benchmarks could be the expectation that the new national government will abide by the constitution negotiated as part of the democratic transition. A compact between rulers and the people representatives and the national transitional government must be framed in a context of a series of achievable benchmarks.
    .
    FOR WARD UNTIL VICTORY

” I will support you, you lead us ..” said Eseyas to Dr. Abiy.
If this is not treason, what it is ?

    • salem July 20, 2018

He is Telling you that he doesn’t not belong in Eritrea!! our Eritreans father were telling as that Eseyas is a messenger from Ethio-king and no body want to believe them. again after too many years he is telling Eritrean ppl in its own word, Still we are sleeping. I do not know what is wrong with my ppl.
Wake Up Eritreans before its too late…

  • Ghebrezghi Shimhalal July 15, 2018

    Gezae,

You are absolutely wrong as your message is mixed baggage.

In order to achieve sustainable peace between Eritrea and Ethiopia, here are the most basic requirements for both countries:

    1. Both should recognize and respect their sovereign integrity as independent countries.

.2. Both of whom should discuss in earnest how to implement the boundary commission’s ruling and reach a mutual settlement that would satisfy the peoples of both countries.

    3. Ethiopia should completely and unconditionally withdraw out of occupied Eritrea’s sovereign territory.

    4. Both countries should build a bridge for the future by learning lessons from the past. (E.g. reconciliation, open border trade, security agreements, …etc).

    5. Eritrea’s rulers should come to their senses and bring about similar changes like what’s happening in Ethiopia ( Implement the 1997 constitution, free political prisoners, reconcile with civilians. ..etc, . I am just saying although it’s like expecting milk from an ox!)

Finally, all the idea of democracy is figment of your imagination without a legal framework that supports and guarantees any political structure to a peaceful transitional governance.

    Ghebrezghi

    • Gezae July 15, 2018

You are wrongly read me dude. Before you bounce to apply oneself statement you need first and for most perceive the real messages of the passage starting from the heading “Over and above Peace Process”.. I do not have problem the FIVE the most basic requirements for both countries. I conceded them as give premise; because they are in the assignment already
Excuse me, I am now watching World final soccer game between France and Croatia. I will came you back for the details. See later.

      • Ghebrezghi Shimhalal July 15, 2018

        1. First of all, you indicate your real full name so that others will know who you are.

        2. Do not be disrespectful by referring me as “dude”.

        3. It is unprofessional to plagiarize (use the work of other authors), copy/paste, and claim that it was yours.

        4. The bits and pieces of information that has been collected from various unknown sources is still incoherent. See among the websites that you deliberately plagiarized from:

        https://www.peaceinsight.org/blog/2014/03/peacebuilding-human-rights-democracy/

        5. Whether you agree with the five pre-requisites that I mentioned above, the incoherent bits and pieces of others work that you copied and pasted above is still fallible. This is because you do not sacrifice everything just for the sake of making peace. Also, making peace with a country with an absolute authoritarian regime, without rule of law, a constitution, and any legal framework for that matter is not sustainable, but fallible at any time.

        6. For now, Eritrean patriots should be more concerned about the future of their country, not a soccer game! We should all be concerned because DIA is committing the highest and most serious form of treason: SELLING ERITREA ON THE AUCTION BLOCK!!!

      • Kampala July 15, 2018

Gezae, congratulations for my team France won it easily thanks to the black African originality that it included in its team. Hopefully Eritrean and Ethiopian team combined as one nation/people will win the African Cup and then later on the World Cup.
I hope we get a lasting and a fruitful peace and friendship for our poor suffering people.

        • Kampala July 15, 2018

please my comment should include, ‘will win the next African Cup and……

          • Gezae July 15, 2018

Win or lose will be all aquiver event. From the very first day I put France as one of the top candidates for the title. In fact they did not disappoint my expectations. To be confirme Croats have done very good. But I did not put them on the level of the French. Sure, Croatia after breezing through group play with three consecutive victories, has overcome three straight deficits in the knockout stage in defeating Denmark and Russia on penalty kicks and England in extra time. It have shown something very special. They have players of great individual talents. They also had an incredible collective strength and play a perfect match you can be more relax and how much joy to watch
            .
Despite Croatia playing better in the first half, a mistake gifted the lead to France. In the end, it was destiny for France and heartbreak for Croatia, who was playing in its first final. A wild World Cup concluded with a team everyone thought could win actually doing so, while Croatia’s miracle run falls painfully short. There could only be one winner, and a deserved France team managed to step up with its most convincing showing of the tournament when it mattered most.
            .
Croatia’s smallness in land and population like Eritrea, this is not a case of a puny soccer nation surfacing out of nowhere. Retaining the development and refinement of talent since breaking from Yugoslavia in 1991, the country has manufactured the quality capable of advancing deep into a major tournament. Twenty years ago, it reached the World Cup semifinals before losing to France. and now in the fina.
            l.
Of course all teams depend on their skills and a lot of their best players, and Croatia was no exception. I am a soccer fun, in the end of 60th and early 70th, I was a soccer player for Mendefera/SeraE. Comparing Croatia with Eritrea in the 60th and early 70th energetically had had comparable efficiency, but now we are no where in the World of soccer
            .
I will come back with my detail.

        • Gezae July 16, 2018

I am discussing articulating about our home works, about works to be carry out in the context of peace-building to support reconciliation processes and the construction of a political community. Indeed, per se linking a sense of a shared history that is a central component in the formation of identity/ies and what is generally referred to as the political reconciliation process. Because political reconciliation is about building a political community. In other words, it is about restoring a pre-existing community or an ideal image that would already be available to be in part the designed outcome of politics,.

Hence, political process needs to be understood both as a bottom-up and top-down one in which collective and individual imaginations find ways to create a relatively small set of shared meanings and patterns of thought that will create a perception of safety, in which more complex forms of shared meanings and mutuality might grow. Because:

The difficulty of fostering collective action for high levels of distrust within society, and between society and the state, is quite common and neccessary. It constitutes a great obstacle to the building of both a political community and a vital civil society. Some civil society actors may also assume uncivil roles or be as discredited as political elites. Therefore, they are likely to be distrusted by the general population. For all these reasons, civil society needs to play an important yet complex role in reconciliation processes.

Reconciliation and the building of civic trust are very essential in the building trust and confidence in terms of shared norms and values, but also in the state and its institutions. Indeed, if genuine coexistence is to take place, then the building of trust is indispensable. If trust is absent, citizens will not be prepared to invest their energies in the consolidation of democracy.
          .
In this view, reconciliation is the condition under which citizens can once again trust one another as citizens. That means that they are sufficiently committed to the norms and values that motivate their ruling institutions; sufficiently confident that those who operate those institutions do so also on this basis; and sufficiently secure about their fellow citizens’ commitment to abide by these basic norms and values. However, this is a long process unless otherwise start now. One cannot expect that this will happen immediately. But I believe that trust can be broken in an instant but may take years to be re-established. Civic trust as understood is not just a state of mind but a host of conditions that make institutions trustworthy.

Thus, trust and the attachment to common values essential to any political community are intimately linked to the process of revising or drafting a new constitution, an important dimensions of peace-building scenarios. A constitution is ultimately a document that affirms those values, instituting rights, and providing reforms of state apparatuses in order to build trust, with the aim of building a political community and hence entrenching a basis for state legitimacy. One important component of any constitution is the definition of citizenship, another element central in the reconciliation process as it relates to identities. Constitutions exist to ensure the inalienable rights of every citizen, ideally without distinction as to race, religion, sex, belief or political affiliation
          ..
The process through which a constitution is drafted as a new or amended the existing but actualy non alive at work now can also be a key moment for reconciliation. Participatory constitution-making is generally recommended as it provides a unique opportunity to encourage a process that promotes national reconciliation and the creation of a national vision for the future of the country. Consultative processes allow the discussion of the constitution draft with communities and can help clarify the expectations of all citizens and contribute to the production of a legal instrument, which will serve as a base for tangible reconciliation. A number of activities that undertaken to support the whole process also directly contribute to reconciliation. Programs of civic education, in particular, aim to educate the people in the values, institutions and procedures embodied in the new Constitution, and which are supposed to lead towards reconciliation.
          .
As we all know and understand the link between reconciliation and democratization and democratic transitional processes should be largely acknowledged and considered to be a mutually reinforcing relationship. Because democracy enables greater societal reconciliation to take place via many routes, including increased civic engagement, rule of law, equality legislation, and the recognition of both collective rights of minorities and the individual rights of citizens.

However, although democracy-building in war-torn or dispute societies is often correlated with peace and reconciliation processes, neither non-violent management of societal conflicts nor inter-communal coexistence can be achieved by simply ‘launching’ democracy. It has to be an ongoing process, especially in countries where oppression has been deep and lasting. Another important contribution of the democratic framework to the reconciliation process is that it is the only political model which allows for a continuous and healthy debate about the past, and also for disagreements to be managed peacefully
          .
However, it should be noted that some democratic theorists have shown concern about some ‘thick’ understandings of reconciliation as the pursuit of communal order and social harmony. For instance, claim that an excessive concern with social consensus and political agreement can threaten deliberative politics. Accordingly, they argue that societies, including those addressing collective wrongdoing, should be guided by the principle of “the economy of moral disagreement,” in which citizens build consensus where it is feasible and maintain mutual respect where it is not. This would be a much more hospitable scenario both to the maintenance of a true democratic debate and for human rights and reconciliation

Last but not list the media is instrumental in the reconciliation process. As such, overseeing mass media to prevent its use to inflame hate is essential to try to diminish inflammatory reporting and promote mutual understanding. In a more constructive way, media, particularly those initiatives oriented toward peace, are actually called to support change in attitudes, helping modify perceptions of ‘others,’ and facilitate reconciliation between divided groups. To this end, media professionals may be encouraged to give more coverage to peace-building efforts, including towards reconciliation and inspirational stories for personal transformation which leads to democratic transformation.

Isayas received millions birr to sale Eritrea land and the ports to the enemy Ethiopians. Disrespecting those who sacrifice their life for 32 years. He is putting us back to where we were. Our natioanality, our soverinighty and our belonging ports are gone taken over by 110 million Ethiopians. How can we stop them? We are only 6 millions. Why is he disrespecting the people of Eritrea. Our country Eritrea is one man show only him to decide about our fate. The old man is taking Eritrea down with him. No opportunity for the Eritreans in diaspora to develop our country. No chance for those who live inside the country then to choose to leave the country illegally and to die in the sea.

When your fence/border is well defined and strong then your neighboring will respect and care for you: (Don’t sound like drunken lads and act responsibly )

My Eritrean people – are we still naive. Isayas was not the first who said “Dr Abiy will do the rest for Eritrea…….tell to the world to lift all restrictions”, we need to read and listen what Dr Abiy said when he visited Asmara that “he will act as foreign minister or spokes person to Eritrea”. Well, it is still young but yes Ethiopians and Dr Abiy are scoring right and left. So please do not be naive and be real. Eritreans were told to not scratch the wounds at one time – did we forget? Did we not hear that there was no borders back in the early 1990’s? If there is no need for borders and defined state ship then why did we scarifies thousands of Eritreans?

Ethiopians are playing the card too to clean their internal mess so they focus their energy inward. All we have to do is open books from the 30’th and 40’th and 50’th and 60’th regarding Ethiopia and Eritrea. Resolving Eritrean issue will put many things to rest. Ethiopians will start turning the heat on the internal factions. Isayas being evil will start pressing these people who are internal factions. Isayas will also play a dangerous game isolating people from TPLF – this is risky and dangerous. Don’t try it.

Eritrean people – As much as every family have suffered in the hands of Ethiopians and Eritrean government – thousands came out to welcome when Ethiopian leader flew in to Eritrea. This is why Eritrean struggle took almost 50 years to free a country.

My prediction: Eritrea will run in to factional issue because

Isayas is at the mercy of Dr Abiy. No matter what Isayas is put to his knees and with his pants down. There was no answer but to bow down to Ethiopian leader. Isayas has very few years – same to the others in power in leadership of Eritrea. Their misery is how to play the books to stay alive. Yes, weakness of Eritrean opposition groups gave this one more chance to the junta in Eritrea. Eritrean academia completely failed Eritrea. Having come from Eritrea recently it is still the same – people have no faith in Eritrean leaders rather just a glimmer hope on the new PM in Ethiopia.

Assenna – keep exposing and connecting with fairness, justice and peace

      Uncle Sye[tan]

Eritreans did one big mistake in the past, and that is accommodating people from neighboring Tigray, Tigreyans have been playing a wild card in Eritrean politics, mostly working for their own country, while we Eritreans failed to see that as a problem that one day would put in danger our own country. That is why we have people like Eseyas and you. Enemy from within. Now Eritreans understand better than any time in past, that all those who were left behind by Ethiopians, the daughters and sons of Ethiopian Army, are bleeding Eritrea to death. You are happy that we are suffering,
you make a mockery out of our problems, but I don’t blame you I blame myself and my people who trusted you.
